UOCAVA citizens are members of the following groups: o Member of the uniformed services or merchant marine on active duty, or an eligible spouse or dependent. o U. S. citizen residing outside the U. S.
How to request an absentee ballot if:
You are a member of the uniformed services or merchant marine on active duty, or an eligible spouse or dependent. 1. Complete the Federal Postcard Application (FPCA) available from the Voting Assistance Officer assigned to your military installation or, 2. From the Federal Voting Assistance website www.fvap.gov where you can download instructions and a copy of the FPCA form. 3. Upon completion of the application, mail, fax, or email it to our office. 4. The deadline for requesting an absentee ballot by mail or fax for any election is the day prior to Election Day.
Ballots can be faxed to a number you provide on the FPCA form. To request and receive faxed ballots, transmit the completed FPCA form to the NC State Board of Elections by mail or fax. Their secure line is 919-715-0351.
