NOTICE OF PUBLIC HEARING

 

NOTICE OF OFFER

 

 

The Stokes County Board of Commissioners has received an offer from North Carolina Health Care Group, LLC to purchase

substantially all of the assets used in operating the home health division of the Stokes County Health Department, including

furniture, fixtures, equipment, provider agreements, permits of approval, certificates of need and licenses, but excluding

accounts receivable; for the sum of $2,000,000.00.  The purchase price is to be paid in full at closing subject to an escrow

of 10-15% of the purchase price to be held for 2-3 years to secure obligations of the County under the Asset Purchase Agreement. 

The offer is subject to completion of Buyer’s due diligence, approval of all terms of an Asset Purchase Agreement by the parties,

and any required approvals of state and federal agencies. 

 

The Stokes County Board of Commissioners intends to accept said offer, and is publishing this Notice pursuant to

North Carolina General Statute 160A-269.

 

Anyone may raise the bid by ten percent (10%) of the first one thousand dollars ($1,000.00) and five percent (5%) of the remainder,

by providing a written offer in the form of a comprehensive Letter of Intent on the above terms to the Stokes County Finance

Officer at the Ronald W. Reagan Memorial Building, 1014 Main Street, Danbury, North Carolina 27016, and by depositing

five percent (5%) of the increased bid with the Stokes County Finance Officer by 5:00 pm on Monday, August 26, 2013. 

The minimum upset bid is $2,100,050.00, and the required deposit is $105,002.50. 

 

If an upset bid is received, the County will advertise the new bid amount which will be subject to upset in the same manner

as the original bid as set forth above.  This procedure will be repeated until no further qualifying upset bids are received.

The Stokes County Board of Commissioners reserve the right to reject any and all bids received at any time during this process.

PUBLIC NOTICE

 

At its July 22, 2013 meeting, the Board of Commissioners (the “Board of Commissioners”) of the

County of Stokes, North Carolina (the “County”) adopted a resolution which:

 

1. Authorized the County to proceed to pay the capital costs of financing the renovation and expansion

of the County’s existing Lawsonville Elementary School by constructing a single story addition to the existing

classroom building, and upgrading the school’s utilities and parking lot (collectively, the “Project”). 

The Board of Commissioners further authorized the County to finance the Project pursuant to an installment

financing contract (the “Contract”) with a financial institution to be determined in an aggregate principal amount

not to exceed $2,100,000 under which the County will make certain installment payments, in order to make the

Project available to the County;

 

2. Authorized the County to proceed to provide, (a) in connection with the Contract as grantor, a deed of trust,

security agreement and fixture filing (the “Deed of Trust”) to include the real property on which the Project is located,

as set forth below (the “Mortgaged Property”). The Mortgaged Property will be mortgaged by the County to create

a lien thereon for the benefit of the entity, or its assigns, providing the funds to the County under the Contract. 

 

The Lawsonville Elementary School is located at 4611 NC Hwy 8 North, Lawsonville, NC 27022. 

The Mortgaged Property will be subject to the mortgage provided in the Deed of Trust. 

On payment by the County of all installment payments due under the Contract, the Deed of Trust and any lien

created thereunder will terminate and the County’s title to the Mortgaged Property will be unencumbered.

 

NOTICE IS HEREBY GIVEN, pursuant to Sections 160A-20 of the General Statutes of North Carolina,

that on August 12, 2013 at 1:30 p.m. in the Commissioners’ Chambers on the 2nd Floor of the Administration Building

located at 1014 Main Street, Danbury, North Carolina, a public hearing will be conducted concerning the

approval of the execution and delivery of the Contract and the Deed of Trust and the County’s financing of the Project.

All interested parties are invited to present comments at the public hearing regarding the execution and

delivery of the Contract and the Deed of Trust and the Project to be financed thereby.

NOTICE IS HEREBY GIVEN, that the Danbury Water System has contracted Utility Services

Company Inc. to perform a water main cleaning project.

 

In order to perform this task, it will necessary to the turn the water off on Monday, August 27th,

beginning at 7:30 pm and possibly continuing until 3:00 am Tuesday, August 28th.

We will resume the cleaning project on Wednesday, August 29th at 1:30 pm and expect to have

water service fully restored by 8:00 pm that evening. Although Monday’s cleaning process

will affect ALL customers, Wednesday’s process will only affect the water services from the

intersection of Meadow Rd. and Main Street through downtown Danbury.

STOKES COUNTY HAZARD MITIGATION PLAN

 

The Stokes County Multi Jurisdictional Hazard Mitigation Plan has been updated by Stokes County.   The updated Stokes County

Multi Jurisdictional Hazard Mitigation Plan will continue to serve as a blueprint for the County and all municipalities to follow to

help reduce property damages and save lives from the effects of future natural hazards.  The Stokes County Multi Jurisdictional

Hazard Mitigation Plan is required in order for the County and all municipalities to receive certain types of state and federal disaster

relief funding when future disasters, e.g., widespread flooding occur.

 

The public, along with neighboring communities, agencies, businesses, academia, nonprofits and other interested parties are

invited to view the Hazard Mitigation Plan which is located in the Stokes County Emergency Services Office located at

106 Old Church Road, Danbury, NC or the Stokes County Administration Office located at

1014 Main Street Danbury, NC (weekdays 8:30-12:00/1:00-5:00) until 1:00 pm Monday, April 11, 2011.

 

The Stokes County Board of Commissioners will hold a Public Hearing at 1:40 pm on Monday, April 11, 2011

at 1014 Main St. Danbury (Commissioners’ Chambers) to solicit public comments regarding the plan. If you have any

At this time the only known potential buyer or lessee is HMC/CAH Consolidated, Inc., Kansas City, Missouri.  At the meeting, the

Board of County Commissioners will solicit additional interested lessees and purchasers, and all known and additional prospective lessees

and purchasers will be invited to submit proposals for the lease, sale or conveyance of Stokes-Reynolds Memorial Hospital. 

The Board of County Commissioners intends to negotiate the terms of the lease or sale of the hospital with the organization that submits

the proposal accepted by the County.

Public Hearing

 

The Stokes County Commissioners will hold a public hearing on October 25, 2010 at 6:00 pm in the Commissioner’s Chambers

in the Administrative Building located at 1014 Main Street, Danbury, NC. The hearing is in regard to application for grant funds

to the NC Division of Community Assistance (DCA). The County intends to apply for a $400,000 grant to provide comprehensive

rehabilitation to 7 dwellings and emergency repairs to another 7 dwellings.

 

All interested persons are invited to attend this hearing.  Persons needing special assistance or non-English speaking persons to

participate in this hearing should contact the County Manager’s Office at 336-593-2448 at least 48 hours prior to the hearing.
