            The Board of Commissioners of the County of Stokes, State of North Carolina, met

 

in recessed session (recessed from the November 22nd meeting) in the Commissioners’

 

Chambers of the Ronald Wilson Reagan Memorial Building (Administrative Building)

 

located in Danbury, North Carolina on Wednesday, December 1, 2010 at 6:00 pm with the

 

following members present:

 

                                                Chairman Jimmy Walker

                                                Vice Chairman Ernest Lankford

                                                Commissioner J. Leon Inman                        

Commissioner Ron Carroll

                                                Commissioner Stanley Smith

 

                                                County Personnel in Attendance:

                                                County Manager K. Bryan Steen

                                                Clerk to the Board Darlene Bullins

                                                Finance Director Julia Edwards

                                                County Attorney Edward Powell

                                                                                     

 

Chairman Jimmy Walker called the recessed meeting to order and delivered the

 

invocation.

 

GENERAL GOVERNMENT-GOVERNING BODY-PLEDGE OF ALLEGIANCE

 

            Chairman Walker opened the meeting by inviting the citizens in attendance to

 

join the Board with the Pledge of Allegiance.

 

GENERAL GOVERNMENT –GOVERNING BODY-APPROVAL OF MINUTES

 

            Chairman Walker entertained a motion to approve or amend the minutes of the

 

November 22, 2010 meeting.

           

            Vice Chairman Lankford moved to approve the minutes of the November 22, 2010

 

meeting as presented.   Commissioner Inman seconded and the motion carried (4-1) with

 

Commissioner Inman voting against the motion.

 

GENERAL GOVERNMENT – GOVERNING BODY – DEDICATION TO COMMISSIONER RON CARROLL AND COMMISSIONER STANLEY SMITH

           

            Chairman Walker presented Commissioner Carroll and Commissioner Smith a

 

plaque and a framed print of the Tillotson Farm (print donated by Artist Linda Holt) in

 

appreciation of their service to Stokes County as a Commissioner.

 

The following who were in attendance for the meeting expressed their appreciation

 

to Commissioner Carroll and Commissioner Smith for their dedication and service to the

 

citizens of Stokes County:

 

·         Commissioner Elect Ronda Jones

·         Former Sheriff Mike Joyce

·         Commissioner Elect James Booth

·         Fire Marshal Frankie Burcham

·         DSS Director Kristy Preston

·         Support Services Supervisor Danny Stovall

·         Leslie Evans, Stokes News

·         County Attorney Edward Powell

·         County Manager Bryan Steen

·         Clerk to the Board Darlene Bullins

·         Finance Director Julia Edwards

 

Commissioner Smith noted the following:

 

·         It has been a pleasure to serve the great citizens of Stokes County

·         It has been a long short four years

·         This Board has accomplished a great deal during the past four years

·         Leave the oncoming Board with the following charge:

o   Preserve the County’s Fund Balance

o   Continue school construction and workforce development

o   Keep a handle on and do something with Stokes Reynolds Memorial Hospital

·         Have enjoyed working with the county employees, administrative staff, and fellow commissioners

·         Appreciate the kind comments from those in attendance at tonight’s meeting

 

Commissioner Carroll noted the following:

 

·         Echoed the words of Commissioner Smith

·         Recently found a campaign ad used back in 2006 which identified 12 things that I believed in and would work for if elected as a commissioner

·         With the action taken by this Board at the November 8th and 22nd meetings, all 12 items have been addressed in some way

·         At the top of list was one item which was to change the image of Stokes County, I feel that this has been accomplished during the past four years

·         Been an honor to serve as a commissioner

·         Leave with a good feeling

 

Commissioner Inman, Vice Chairman Lankford, and Chairman Walker expressed

 

their appreciation to Commissioner Smith and Commissioner Carroll for their hard work

 

and dedication during the past four years while serving as a Stokes County Commissioner.

 

            There being no further business to come before the Board, Chairman Walker

 

entertained a motion to adjourn the recessed meeting.

 

Commissioner Smith moved to adjourn the recessed meeting.  Commissioner

 

Carroll seconded and the motion carried unanimously.
