The Board of Commissioners of the County of Stokes, State of North Carolina, met for a Recessed Budget Work Session (recessed from June 21, 2006) to continue discussion regarding the proposed 2006-07 fiscal year county budget in the Commissionersí Chambers of the Ronald Wilson Reagan Memorial Building (Administrative Building) located in

Danbury, North Carolina, Tuesday, June 27, 2006 at 6:00 pm with the following members present:

Chairman Leon Inman called the Budget Work Session to discuss the submitted proposed Stokes County Fiscal Year 2006-07 Budget to order.

 

Chairman Inman delivered the invocation.

 

GENERAL GOVERNMENT-GOVERNING BODY-PLEDGE OF ALLEGIANCE

 

Chairman Inman opened the meeting by inviting the citizens in attendance to join the Board with the Pledge of Allegiance.

 

DayMark Ė Leasing of Community Services Space†††††††††††††††††††††††††††††††††††

 

Interim County Manager Darlene Bullins informed the Board that Executive Director Billy West had sent notification to the County that DayMark would not be leasing any space for the fiscal year 2006-07.Mr. West stated that DayMark is interested in providing Telemedicine at the Community Services Building if the space was made available free of

charge.Mr. West does not see it being profitable enough at the start to be able to pay rent for space. The proposed budget has $8,128 in revenue from the lease of the space.The Telemedicine will be partly sponsored by a grant and a T1 line will have to be installed.

 

 

The Board discussed the possibility of leasing the space free of charge, waiting until the next meeting on July 10th to discuss the request, or waiting until the Performance Agreement is signed with CenterPoint.

 

Chairman Inman, with consent of the Board, directed Interim County Manager Bullins to request Mr. West to be at the July 10th meeting to discuss the request.

 

BUDGET WORK SESSION

 

Chairman Inman request Board members to present any ideas, amendments, or revisions to the Budget Directorís recommended budget.

water/sewer projects: (1) Danbury Water/Sewer estimated at $3 million

(2) Germanton Sewer estimated at $3 million and (3) Pinnacle Sewer estimated at $3 million.

Interim County Manager Darlene Bullins presented information received yesterday notifying the County that HB1827 has been proposed to be amended which if approved will eliminate 25% of the motor vehicle property base.This will effect Stokes County in the following way: (If adopted, the bill will be effective 07-01-06).

 

         The 25% reduction would be approximately $581,500 less revenue in the upcoming fiscal year

         Local governments could also lose an undetermined amount of property revenue from public utilities who own motor vehicle fleets such as Duke Power, etc.

 

Chairman Inman urged Commissioners to call Representatives to vote against this proposed amendment to HB 1827.

 

Chairman Inman requested if there was any other comments regarding the proposed budget submitted by the Budget Team, a proposed amended budget submitted by Commissioner McHugh, or amendments from Vice Chairman Joe Turpin and Commissioner John Turpin.

 

Fiscal Year 2006-07 Budget Adoption

 

Chairman Inman entertained for a motion regarding the adoption of the Fiscal Year 2006-07 County Budget.

 

Commissioner John Turpin moved to approve the proposed budget submitted by the Budget Director, set the County property tax rate at $.60 cents along with $60,000 from Contingency accounts to fund the Communities Partner Program, which could possibly help to seek funding for possible grants.

 

Commissioner Walker seconded the motion.

 

Vice Chairman Joe Turpin noted that was not the way to go.

 

Commissioner John Turpin noted anything that is needed can be corrected at a later date.

 

CommissionerMcHugh noted that there was too much lacking in the proposed budget.

 

Commissioner Walker concurred with Commissioner John Turpin that there are funds available to work with.

 

The motion carried (3-2) Vice Chairman Joe Turpin and Commissioner McHugh voting against the motion.

 

Fire Service District

 

Chairman Inman entertained a motion to adopt the Fire Service Districtís proposed budget with a fire tax of $.055.

 

Commissioner McHugh moved to approve the motion to adopt the Fire ServiceDistrictís proposed budget with a fire tax of $.055.

 

Commissioner John Turpin seconded and the motion carried unanimously.

 

Rural Hall Fire District Fund

 

Chairman Inman entertained a motion to adopt the Rural Hall Fire District Fundís proposed budget with a fire tax of $.05.

 

Commissioner McHugh moved to approve the motion to adopt the Rural Hall Fire District Fundís proposed budget with a fire tax of $.05.

 

Commissioner Walker seconded and the motion carried (3-2) with Vice Chairman Joe Turpin and Commissioner John Turpinvoting against the motion.

 

King Fire District Fund

 

Chairman Inman entertained a motion to adopt the King Fire District Fundís proposed budget with a fire tax of $.05.

 

Commissioner McHugh moved to approve the motion to adopt the King Fire District Fundís proposed budget with a fire tax of $.05.

 

Vice Chairman Joe Turpin seconded and the motion carried unanimously.

 

Walnut Cove Fire District Fund

 

Chairman Inman entertained a motion to adopt the Walnut Cove Fire District Fundís proposed budget with a fire tax of $.05.

 

Commissioner McHugh moved to approve the motion to adopt the Walnut Cove FireDistrict Fundís proposed budget with a fire tax of $.05.

 

Commissioner Walker seconded and the motion carried unanimously.

 

 

There being no further business to come before the Board, Chairman Inman entertained a motion to recess the budget work session until Thursday, June 29, 2006 at 6:00 pm.
