The Board of Commissioners of the County of Stokes, State of North
Carolina, met in recessed session (recessed from the January 23, 2006 meeting)
in the Commissioners’ Chambers of the Ronald Wilson Reagan Memorial Building
(Administrative Building) located in Danbury, North Carolina on Monday, January
30, 2006 at 5:00 pm with the
following members present:

Chairman Leon Inman called the meeting to order.
CLOSED SESSION
Chairman Inman entertained a motion to enter
closed session for the following:

To consider and take action with respect to the position to be taken by
the county in negotiating the amount of compensation or other material terms of
an employment contract pursuant to GS 143-318.11(a)(5).
Vice Chairman Joe Turpin moved to enter into
closed session for the following:

Commissioner McHugh seconded and the motion
carried unanimously.
The Board re-entered into regular session of
the January 30, 2006 recessed meeting.
GENERAL GOVERNMENT –
ADMINISTRATION –BUDGET OFFICER – EMPLOYMENT CONTRACT
Chairman Inman entertained to approve the
submitted employment contract prepared and approved by County Attorney Jonathan
Jordan.
Commissioner Walker moved to approve the
submitted employment contract prepared and approved by County Attorney Jonathan
Jordan.
Vice Chairman Joe Turpin seconded and the
motion carried unanimously.
GENERAL GOVERNMENT –
ADMINISTRATION – NORTH CAROLINA HELPING NEIGHBORS FUND DISTRIBUTION
Interim County Manager Darlene Bullins
informed the Board of a grant recently received by the County from Governor
Mike Easley (North Carolina Helping Neighbors Fund) from private donors to help
meet the unmet needs of Hurricane Katrina evacuees in our County. The funding of $251,859 is being allocated
to 98 counties according to the
number of FEMA registrations (Katrina) in the
county.
Stokes County is scheduled to receive $479
allotment, but could receive more if other counties do not participate. Any
unused funding would be returned to the
Governor’s office. Ms. Bullins
requested comments from the Board regarding this issue.
Director Jan Spencer has already agreed to be
the lead agency for this grant.
Commissioner McHugh moved to accept the North
Carolina Helping Neighbors allotment for FEMA registrations (Katrina) to be
administered to Katrina evacuees in Stokes County for assistance who meets all
the requirements.
Commissioner John Turpin seconded and the
motion carried unanimously.
GENERAL GOVERNMENT – GOVERNING BODY – MEETING WITH
REPRESENTATIVE VIRGINIA FOXX
Commissioner John Turpin informed the Board that he attended the
meeting on Friday with Representative Virginia Foxx and echoed the Board’s sentiments.
GENERAL GOVERNMENT – GOVERNING BODY – MEETING WITH
KING CHAMBER OF COMMERCE
Vice Chairman Joe Turpin informed the Board that he attended the
meeting with the King Chamber of Commerce, which the School System presented
the demographics study.
Issues discussed were school space needs, bond referendum, and the
county increasing the tax rate to an above tax rate in hopes of obtaining more
lottery revenue.
GENERAL GOVERNMENT – GOVERNING BODY – FLU VACCINE
Vice Chairman Joe Turpin expressed concerns that Stokes County citizens
were having problems receiving the flu vaccine.
Vice Chairman Joe Turpin stated that he found approximately 800
vaccines and is now working with Health Director Don Moore to see about having
drive thru clinics in different areas of the County.
GENERAL GOVERNMENT – GOVERNING BODY – HEALTH SERVICE
ALLIANCE
Commissioner
McHugh reported that the Alliance had held the work session for the proposed
strategic plan, which produced the top six issues that the Alliance will be
working in the future. The Health
Services Alliance will be returning to the Board with the priority list.
GENERAL GOVERNMENT –GOVERNING BODY -
Commissioner
Jimmy Walker suggested having Budget Officer Dennis Thompson take a look at the
current school system options, the demographic study, and review the available
resources to best address the school needs.
There being no further
business to come before the Board, Chairman Inman entertained a motion to
adjourn the meeting
