The Board of Commissioners of the County of Stokes, State of North
Carolina, met for a budget work session (recessed from the June 23, 2005 budget
work session) in the Commissioners’ Chambers of the Ronald Wilson Reagan
Memorial Building (Administrative Building) located in Danbury, North Carolina
on Monday, June 27, 2005 at 8:30 pm (followed the regular June 27th
Commissioners’ meeting) with the following members present:

Chairman John Turpin called the budget work session to order.
The Board continued
discussion pertaining the proposed Fiscal Year 2005/06 Budget Work Session.
Revenue
Neutral Tax Rate
Commissioner Joe Turpin
requested time to speak to the Board concerning revenue Neutral.
Commissioner
Joe Turpin noted the following:
Ø Definition
of revenue neutral
Ø Determining
revenue neutral based on previous years growth
Ø Interim
budget hurts the County’s bond rating
Ø Responsible
to the tax payers
Ø Mandated
items that can not be controlled – Medicaid
Ø Can not
control Debt services
Ø Can not
control increasing premiums for insurance
Commissioner Joe Turpin
requested information from the previous four years to determine a true revenue
neutral tax rate.

Capital Outlay
The Board discussed the
following pertaining to the Schools-Capital Outlay proposed budget:

of using ADM Funding

Bond Referendum for new schools and needed renovations
Ø Need

of using products from JP Stevens (Business located in the County) for roofing

The Board discussed the
following pertaining to the Schools-Current Expense proposed budget:

teacher supplement

Ø Use of
Hold Harmless for teacher supplements
Ø State
NC Wise
Ø Reclassifications
of clerical and custodian staff

from Board of Education for removal of 10% Funding Cap

The Board discussed the
pros and cons of the removal of the 10% Funding CAP requested from the Board of
Education.
Finance
Director Julia Edwards requested the submission of amended sheets for the
Schools- Current Expense, which included State revenue estimates.
Chairman
John Turpin entertained a motion to accept the amended sheets for the Schools- Current Expense, which included
State revenue estimates.
Commissioner
McHugh moved to accept the amended sheets for the Schools- Current Expense,
which included State revenue estimates.
Commissioner
Joe Turpin seconded and the motion carried unanimously.
The
Board continued the discussion of revenue neutral tax rate before recessing the
budget work session.
There being no further business to come before the Board, Chairman John
Turpin entertained a motion to recess the budget work session until Tuesday,
June 28th.
Vice Chairman Inman moved to recess the budget work session until
Tuesday, June 28, 2005 at 6:00 pm.
Commissioner Joe Turpin seconded and the motion carried unanimously.
