The Board of Commissioners of the County of Stokes, State of North Carolina, met for scheduled budget work session for the proposed Fiscal Year 2004/05 County Budget in the Council Chambers of the Ronald Wilson Reagan Memorial Building (Administrative Building), located in Danbury, North Carolina, on Friday, June 18, 2004, at 6:00 pm with

the following members present:

 

                                    Chairman Sandy McHugh

                                    Vice-Chairman John Turpin

                                    Commissioner Howard Mabe

                                    Commissioner Leon Inman

                                    Commissioner Joe Turpin

 

                                    County Manager Richard Morris

                                    Darlene Bullins, Clerk to the Board

 

                                    Others in Attendance:

                                    Finance Director Julia Edwards

                                    Assistant Finance Director Lisa Lankford

                                    Mr. Jack Veit  - Stokes Intern

 

                                    County Attorney Jonathan Jordan (absent)

 

Chairman McHugh called the meeting to order.

 

Clerk to the Board Darlene Bullins delivered the invocation.         

 

GENERAL GOVERNMENT-GOVERNING BODY-PLEDGE OF ALLEGIANCE

 

Chairman McHugh opened the meeting by inviting the citizens in attendance to join the Board with the Pledge of Allegiance.

 

Natural Resources

Mr. James Booth – Department Head

Ms. Janice Pack – District Admin/Education Specialist

 

Mr. Booth noted the following areas in the proposed Natural Resources Budget:

 

            Reclassification of District Admin/Education Specialist

            Reclassification/Justification of District Soil Conservationist not included

              in the requested budget

            Separation of regular and part time salaries

            Cost savings of Watershed Specialist eliminated in 2000 –estimated $122,000

            Reorganization of duties since elimination of Watershed Specialist

 

Chairman McHugh entertained a motion to approve to include the reclassification of the District Soil Conservationist and elimination of the Watershed Specialist for the proposed 2004/05 budget-Natural Resources.

 

Commissioner Joe Turpin moved to approve to include the reclassification of the District Soil Conservationist and elimination of the Watershed Specialist for the Proposed 2004/05 budget-Natural Resources. 

 

Commissioner Inman seconded and the motion carried unanimously.

 

Chairman McHugh moved to approve the corrected copies of Senior Center Service Fund, Fire/Rescue, and Revaluation submitted to the Board by the County Manager to be included in the Proposed 2004/05 County Budget. 

 

Vice Chairman John Turpin seconded and the motion carried unanimously.

 

Centerpoint

 

Mr. Ron Morton –Chief Executive Officer

 

            Mr. Morton noted the following areas in the proposed Centerpoint Budget:

 

            Current problems pertaining to the agreement with the County

Single location in County at Stokes Reynolds for initial evaluation

On call number for deputies to call to help expedite services

 

            Other items discussed:

            Screening of employees

           

           

There being no further business to come before the Board, Vice Chairman John Turpin moved to adjourn the budget work session. 

 

Commissioner Joe Turpin seconded and the motion carried unanimously.
