The Board of Commissioners of the County of Stokes, State of North Carolina, met for a scheduled budget work session for the proposed Fiscal Year 2004/05 County Budget in the Council Chambers of the Administrative Building, located in Danbury, North Carolina, on Thursday, June  10, 2004, at 6:00 pm with the following members present:

                                    County Manager Richard Morris

                                    County Attorney Jonathan Jordan

                                    Darlene Bullins, Clerk to the Board

Chairman McHugh called the meeting to order.

           

Finance Director Julia Edwards delivered the invocation.

 

GENERAL GOVERNMENT-GOVERNING BODY-PLEDGE OF ALLEGIANCE

 

Chairman McHugh opened the meeting by inviting the citizens in attendance to join the Board with the Pledge of Allegiance.

 

Home Health

Ms. Rebecca Warren –PHN Supervisor I

 

PHN Supervisor Warren noted the following concerning areas of the proposed Home Health Budget:

 

            Request Community Health Assistant to increase revenue

            No County funding

            Need for Personal Care Services for County

            Discussion of Personal Care Services

Former Health Director Steve Smith explained reclassification of Community Health   

      Assistant to Office Support III not included in the proposed

      (agreed by State Personnel)

                       

           

Health Department

Ms. Rebecca Warren –PHN Supervisor I (Interim Health Director)

Mr. Smith noted the following areas of the proposed Health Department Budget:

 

            Combination of King Clinic into the Health Dept. budget

            Transfer of Environmental Health to separate department

            Contracting of Physician

            Increase in medical supplies

            PHN II reclassified to Physician Extender to increase revenue

            Reclassification of Office Support III to Office Support IV

            Health Department Revenues

            Reclassification of Office Support IV to Administrative Assistant I

            Increase needed for part time salaries not included in proposed budget

            Need for additional LPN II

            Possible revenue from Safe Schools Grant for school nurse

            Possible revenue from Bio Terrorism Grant for LPN II position     

                       

Environmental Health

 

Ms. Rebecca Warren – Interim Health Director

 

Chairman McHugh moved to accept the corrected copy for the proposed Environmental Health submitted by the County Manager for the proposed Environmental Health Budget. 

 

Vice Chairman John Turpin seconded and the motion carried unanimously.

 

This proposed budget is separated out from the Health Department.

 

Commissioner Joe Turpin requested additional information concerning salaries from surrounding and similar counties.

 

Chairman McHugh moved to approve the addition of LPN II position, increase Salaries-part time to $43,390 (associated fringe will reduce accordingly), decrease Professional Services to $43,500, increase Bio Terrorism Revenue to $85,467, and add $25,000 Safe School Revenue (proposed Health Department budget). 

 

Commissioner Inman seconded and the motion carried unanimously.

 

Chairman McHugh moved to approve the reclassification of a Community Health Assistant to Office Support III and add a new Community Health Assistant position and increase fees by $26,000 and adjust salaries/wages/fringes accordingly to the changes. (proposed Home Health budget)

 

Commissioner Inman seconded and the motion carried unanimously.

 

 

There being no further business to come before the Board, Commissioner Joe Turpin moved to adjourn the Budget Work Session.
