The Board of Commissioners of the County of Stokes, State of North Carolina, met for scheduled budget work session for the proposed Fiscal Year 2004/05 County Budget in the Council Chambers of the Administrative Building, located in Danbury, North Carolina, on Wednesday, June 9, 2004, at 6:00 pm with the following members present:

                                    County Manager Richard Morris

                                    County Attorney Jonathan Jordan

Chairman McHugh called the meeting to order.

 

Commissioner Inman delivered the invocation.   

 

GENERAL GOVERNMENT-GOVERNING BODY-PLEDGE OF ALLEGIANCE

 

Chairman McHugh opened the meeting by inviting the citizens in attendance to join the Board with the Pledge of Allegiance.

 

Cancellation of the June 11th Budget Work Session

 

Chairman McHugh moved to approve the motion to cancel the Budget Work Session Scheduled for Friday, June 11, 2004, 6:00 pm at the Administrative Building, Commissioners’ Chambers-Second Floor located in Danbury. 

Budget work sessions will resume as scheduled on June 16th at 6:00 pm.  This meeting has been cancelled due to

the Federal Declaration of a National Day of Mourning honoring the late President Ronald Reagan. 

 

Commissioner Inman seconded and the motion carried unanimously.

 

Libraries

Regional Director John Hedrick

Joan Sherif – Area Consultant

 

            Director Hedrick noted the following concerning the proposed Library Budget:

 

            Increase in allocation for the upcoming fiscal year 2004/05

            Increase of group insurance

            Increase of maintenance cost due to upgrading circulation system

            For the first time in 36 years, the Region Headquarters is being

                  charged rent for their space by the Town of Elkin - $9736

            Rent is being prorated to all libraries

                   King Public Library = $1158

                   Danbury Public Library = $751

                   Walnut Cove Public Library = $728

            Impact on rent being charged to Libraries

            Discussion of Maintenance of Effort – State funding

            Facilities in Stokes County        

            Internet usage in the Libraries

           

Legal

County Attorney Jonathan Jordan

 

County Attorney Jonathan Jordan noted the following concerning the proposed Legal Budget:

 

            Professional Services if needed for additional legal services

            Justification for purchase of laptop computer

            Possible cost allocation for legal services for DSS

            Legal Services rendered to DSS

            Dues and Subscriptions –Bar Dues, Lexis Nexis– Research Services

            Justification for increase in travel – DSS Attorney’s Conference, etc

           

Commissioner Joe Turpin questioned the County’s purchase cost for laptops.

 

Commissioner Joe Turpin requested specifications on the laptop to compare with other vendors for a lesser cost price.

 

Regional Sewer Fund

Finance Director Julia Edwards

 

Finance Director Edwards noted the following concerning the proposed Regional Sewer Fund:

 

            Miscellaneous Expense reflects the overpayment due Stokes Reynolds Hospital

            Decrease Miscellaneous Contractual Services

            Cost allocation for services performed by public works department

            Increased repairs during fiscal year 2003/04

            Need for upgrades to the system in the future

 

Sale of County Property

County Manager Rick Morris

 

County Manager Morris noted the potential out-year sources of revenue by selling the following County property:

 

            Prison Site – Meadows

            King Clinic Building 

            Road Frontage near Danbury Library

 

The Board discussed the pros and cons of selling County property. 

 

The Board unanimously agreed to direct County Manager Morris to seek further cost estimates for complete cleaning of the King Clinic Building in order to put the building back in service.

 

Commissioner Joe Turpin requested information whether the house located on the Prison Site could possibly be rented for revenue.

 

County Manager Morris noted that State Personnel had been contacted concerning the usage of the sewer packaging plant.  State Personnel would have to inspection the sewer packaging plant before any decision could be made. 

 

A request has been made to the State.

 

Purchasing

County Manager Rick Morris

 

County Manager Morris noted the following concerning the proposed Purchasing Budget:

           

            Purchasing being separated from Finance Department

            25% Finance Accounting Tech being used from Finance Department

            Advertising – Contract Bids, Sale of County property

            Discussion of telephone lease

 

Vice Chairman John Turpin noted the use of UPS Software to save time.

 

Commissioner Joe Turpin questioned the County’s usage of purchases from State Contract.

 

Medical Examiner

Finance Director Julia Edwards

 

Finance Director Edwards noted the same funding as previous fiscal year although expenditures have already exceeded current budget’s year funding. 

 

Superior Court

Finance Director Julia Edwards

 

Finance Director Edwards noted the following concerning the proposed Superior Court Budget:

 

Increase is due to juvenile services.

Covers rent/utilities for office in King

Jury Commissioners expenditures

Contract for software for jury selection

           

Enhanced E911 Fund

Finance Director Edwards noted the following concerning the proposed Enhanced E911 Fund:

 

            $30,000 Transferred to Capital Reserve for Hardware/Software Upgrade

            Tower Project has been completed

            Equipment upgrades for telecommunications

            Eliminations for use of E911 funding

 

Capital Reserve

Finance Director Julia Edwards

 

Finance Director Edwards noted the following concerning the proposed Capital Reserve Fund:

 

            Public Building – Paving Fund $10,000

            Technology – Upgrades for network - $10,000

            Vehicle Maintenance – Garage Equipment – $2,000

            Vehicle Maintenance – New tanks for new garage - $50,000

            Animal Control – Truck - $5,000

            E911 – Upgrade hardware/software - $30,000

            GIS/Mapping –Upgrade hardware/software - $10,000

            Environmental Health – Truck - $5,000

            Planning – Truck - $5,000

           

 

Stokes Reynolds Bond Fund

Finance Director Julia Edwards

 

Finance Director Edwards noted budget reflects the principle and interest on revenue bonds which will expire in three years.

 

The Board discussed possible future costs concerning the operation of Stokes Reynolds Memorial Hospital.

 

Forsyth Technical Community College

 Finance Director Julia Edwards

 

Finance Director Edwards noted the following concerning the proposed Forsyth Technical Community College:

 

            Separated from Special Appropriations Budget

            Operating cost for site at Governmental Center

            Additional vehicle cost for use by FTCC personnel

 

 

Stokes County Schools

 

Chairman McHugh requested the Board be provided with a copy of the School System’s audit.

              

 

 

There being no further business to come before the Board, Commissioner Joe Turpin moved to adjourn the budget work session. 

 

Commissioner Inman seconded and the motion carried unanimously.
